The initial set of regulations is from May 2nd, 1874, while this addendum is dated to January 1, 1897, issued by Emperor Wilhelm II. It is meant to address the problem of officers quarreling among each other, often about private matters that could easily be avoided. Wilhelm states that his officers should be able to reconcile their
