Constructed of silver and multi coloured enamels, consisting of a broad Maltese Cross with clusters of faceted rays with matching fans in the quadrants between the arms of the cross, the obverse with a central smooth Maltese Cross bearing a central medallion consisting of red enamels bearing the central Royal cypher VRI, surrounded by a blue enameled ring inscribed with the Motto of the Order Victoria in capitalized
